SPIKE_SOURCE_CORE_ID_SHIFT: Shift and mask values for spike information associated with a Spike event. 32 core IDs, 64 chip IDs and up to a million neuron IDs are supported. Bit 0 is the valid mark, see ‘common.h’ for more details.
