DYNAPSE_CONFIG_SYNAPSERECONFIG_GLOBALKERNEL: Parameter address for module DYNAPSE_CONFIG_SYNAPSERECONFIG: Bits 16 down to 12 select the address in the global kernel table and bits 11 down to 0 specify the data. The 12 data bits are split into 4*3 synaptic weight bits which map onto positive/negative polarity events from 2 DVS pixels.
