A new Publisher has connected to the Subscriber.

Parameters:
subscriberthe Subscriber that the Publisher connected to
publisherIdentifierthe PublisherIdentifier of the new Publisher

Implemented in org.ros.node.topic.CountDownSubscriberListener< T >, and org.ros.node.topic.DefaultSubscriberListener< T >.

The Subscriber has been shut down.
