Checks that plugin blacklisted.

Operation algo:

if blacklist and whitelist is empty: load all
if blacklist is empty and whitelist non empty: assume blacklist is ["*"]
if blacklist non empty: usual blacklist behavior
if whitelist non empty: override blacklist
