tk_state: tk_state

tk_state is the telekyb State Estimator. It utilizes the ROS-Pluginarchitecture to convert from arbitrary sensor systems to an internal TeleKyb State message. It is also responsible to fuse sensor input into one internal TeleKyb State message. (last point is TODO).
