Main Program Set-up for Basic Command-Line Interface

• Gets a list of serial ports
• Parses Command-Line Options
• Initializes the Horizon Interface
• Launches CMD control Loop
• Cleans-up after completion

Precondition:

OS must be Posix compliant or Windows NT

Posix: Read access on /dev or full access of Serial ports

Windows: Full access of COM ports
