win_roscd Documentation

win_roscd: Implements the legendary bash roscd in the windows shell

Some quick magic to implement roscd in cmd.exe. This is called from winshell.bat (see win_env).

Warning

This is unused for now, till we start working on the runtime environment for windows again.
