iri_people_tracking_rai: Multi target people tracking

Multi target people tracking that launches a particle filters per target. The tracker inputs are leg detections (laser) and body detections (vision). For each filter/target, the tracker builds up an association probabiity table between detections and targets. It takes into account platform odometry to "translate" prior distributions.
