laser_assembler: Aggregation nodes for a laser rangefinder

Provides nodes to assemble point clouds from either LaserScan or PointCloud messages


The laser_assembler currently does not have any released Code API. Please refer to http://www.ros.org/wiki/laser_assembler for how to interface with the laser_assembler ROS API.
