re_2dmap_extractor: RoboEarth's 2D map extractor

re_2dmap_extractor creates arbitrary 2D maps from 3D Octomaps. Either it takes out a 2D slice at a given height above ground or it creates a 2d map from projecting a 3D slice down, depending on the ROS services used. The former 2D map may be used for localization, the latter for navigation.
