iri_bspline_navfn: IRI variation of navfn package

IRI_baspline_navfn provides a variation of the original navfn function with a B-spline computation to smooth the path and accomplish with the non holonomic restrictions of a skid steering robot.

navfn Provides implementation a fast interpolated navigation function that can create plans for a mobile base, and a ROS wrapper for it.
