Maintains the ecl licenses and also provides an install target for deploying licenses with the ecl libraries.
This just keeps a copy of the license used for the ecl. It also
provides an install target so that ecl libraries may always be
installed on the system with the licenses. Embedded libraries
also include and install their corresponding licenses in their
respective packages.
Copies of the license are provided below for reference.
